The manual appears to be primarily directed at project managers and practitioners involved in dispute resolution projects related to resolving commercial disputes.

Maybe James South from CEDR used it in Pakistan when he headed a project to establish a pilot court referred mediation centre in Karachi. He reports progress via his article - The Genesis of Mediation in Pakistan.

In November 2005 the IFC Private Enterprise Partnership-Middle East and North Africa launched the first mediation project in Pakistan in cooperation with the country’s government and the High Court of Sindh Province.

CEDR was engaged as the technical experts working on the project in 2006 to establish a pilot court referred mediation centre in Karachi.
